Municipal Departments
The Operational Structure responsible for implementing the services defined by Council. Our operational business model is divided into four areas: a permanent workforce, contractual services, shared services, and a seasonal workforce. Town services are accomplished through a combination of these vital resources.
As the operational head of the municipality, the Chief Administrative Officer (CAO) has the primary responsibility for implementing Council’s direction and policy; informing council on the affairs of the municipality; managing the organization; and performing any other functions that Council or the Municipal Government Act delegates to him. The CAO utilizes a management team structure to provide administrative leadership for the organization.
The Town is divided into 5 strategic groupings of municipal staff and responsibilities. The CAO is the common thread between these strategic service areas. The intent of this structure is to engage a larger number of technically skilled individuals enhancing the Town’s ability to provide quality programs and services. Chief Administrative Officer
Every council must establish, by bylaw, a position of CAO. The council may give the position an appropriate title, such as Town Manager or Administrator.
The CAO is the administrative head of the municipality.
The CAO’s responsibilities include:
- ensuring that the municipality’s policies and programs are implemented
- advising and informing the council on the operation of the municipality
- performing other duties assigned by the council
- ensuring appropriate staffing is in place
Councillors work with the CAO to keep informed on what the municipality is doing and will depend on the administration to provide information so they can make sound decisions.

The Corporate and Community Services Director assists and advises the CAO to ensure compliance with municipal and provincial legislation. The (CCSD) is responsible to both councils appointed and elected officials on issues pertaining to provincial statutes, bylaws & policies and agreements and to work with counsel on pertinent legal matters, oversees inter-municipal planning and coordination of regional partnerships and works to promote economic and community development and tourism related initiatives. The DCD is to carry out these responsibilities in accordance with the objectives, policies and plans approved by Council.

Community Services
The Community Services Director (CSD) assists and advises the CAO in the overall planning, coordination, and control of the Town’s recreational programs and infrastructure in accordance with the objectives, policies, and plans as approved by Council. The CSD leads the Town of Raymond’s Community Services Department and ensures all requirements are met and in compliance with applicable statutory regulations.
The Community Services Department is responsible for the following within the Town:
- Cemetery
- Event Coordinator
- Hell’s Creek Golf & Footgolf Course
- Gopher and Mosquito Control
- Parks and Open Spaces
- Recreation Facility Operations
- Recreation & Social Programming

The Financial Services Director (FSD) assists and advises the CAO in the overall planning, coordination and control of all municipal financial management in accordance with the objectives, policies and plans approved by Council. The FSD leads the Town of Raymond’s Financial Services Department and ensures the administrative and financial requirements are met and that they compliance with applicable statutory regulations.

Pre-Authorized Payment Plans
Do you want to make paying your taxes a little easier? If so, sign up for a pre-authorized payment plan, where pre-determined amount will be automatically withdrawn from your account to cover your annual property taxes and/or utility payments. If this sounds appealing, please fill out download and fill out the form below and bring it in along with a void cheque to register for the Pre-Authorized Payment Plan. The amount you specify will be withdrawn from your account on the 15th of each month.


Legislative Services
The Director of Legislative Services (DLS) assists and advises the CAO to ensure compliance with municipal and provincial legislation. The DLS is responsible to both councils appointed and elected officials on issues pertaining to provincial statutes, bylaws & policies and agreements and to work with counsel on pertinent legal matters, oversees inter-municipal planning and coordination of regional partnerships and works to promote economic development and tourism related initiatives. The DLS is to carry out these responsibilities in accordance with the objectives, policies and plans approved by Council.
The DLS also acts as:
The Manager of the Ridge Regional Public Safety Services Commission (RRPSSC) and works with the Community Peace Officers to ensure that each member communities education and enforcement priorities are met monthly.
The Manager of the Chief Mountain Regional Solid Waste Commission (CMRSWC) and works with the operators to ensure that proper waste management practices are being implemented and that the needs of the member communities are being addressed.
The Chief Administrative Officer of Improvement District #4, Waterton Lakes National Park and works with ID#4’s elected officials to fulfill their legislative requirements and coordinates with Parks Canada on the implementation of numerous soft services within the park.
