Municipal Departments
Who works for the Town and how things get done is broken down into four areas: a permanent workforce, contractual services, shared services, and a seasonal workforce.
Chief Administrative Officer
Every council must establish, by bylaw, a Chief Administrative Officer (CAO). The CAO is Council’s only employee and acts as the operational head of the Town and is responsible for:
1. Carrying out Council’s strategic direction and policies;
2. Keeping Council up to date with what is happening in the community;
3. Managing staff resources and relationships; and
4. Any other function that Council or the Municipal Government Act delegates to the CAO.
The CAO has divided staff into 5 departments, led by a department director. Our directors are experts in their fields and work with a larger number of technically, skilled individuals whose job it is to make sure that our facilities, infrastructure, and services are maintained and delivered at the highest level possible with the resources they are given.

The Corporate and Community Services Director assists and advises the CAO to ensure compliance with municipal and provincial legislation. The (CCSD) is responsible to both councils appointed and elected officials on issues pertaining to provincial statutes, bylaws & policies and agreements and to work with counsel on pertinent legal matters, oversees inter-municipal planning and coordination of regional partnerships and works to promote economic and community development and tourism related initiatives. The DCD is to carry out these responsibilities in accordance with the objectives, policies and plans approved by Council.

Community Services
The Community Services Director (CSD) assists and advises the CAO in the overall planning, coordination, and control of the Town’s recreational programs and infrastructure in accordance with the objectives, policies, and plans as approved by Council. The CSD leads the Town of Raymond’s Community Services Department and ensures all requirements are met and in compliance with applicable statutory regulations.
The Community Services Department is responsible for the following within the Town:
- Cemetery
- Event Coordinator
- Hell’s Creek Golf & Footgolf Course
- Gopher and Mosquito Control
- Parks and Open Spaces
- Recreation Facility Operations
- Recreation & Social Programming

The Financial Services Director (FSD) assists and advises the CAO in the overall planning, coordination and control of all municipal financial management in accordance with the objectives, policies and plans approved by Council. The FSD leads the Town of Raymond’s Financial Services Department and ensures the administrative and financial requirements are met and that they compliance with applicable statutory regulations.

Pre-Authorized Payment Plans
Do you want to make paying your taxes a little easier? If so, sign up for a pre-authorized payment plan, where pre-determined amount will be automatically withdrawn from your account to cover your annual property taxes and/or utility payments. If this sounds appealing, please fill out download and fill out the form below and bring it in along with a void cheque to register for the Pre-Authorized Payment Plan. The amount you specify will be withdrawn from your account on the 15th of each month.
Operational Services
The Director of Operational Services (OSD) assists and advises the CAO in the overall planning, coordination, and control of the Town’s operational infrastructure in accordance with the objectives, policies, and plans as approved by Council. The OSD leads the Town of Raymond’s Operational Services Department and ensures all requirements are met and in compliance with applicable statutory regulations.
