A recent application has been made by the Town of Raymond to dispose of a portion of Municipal Reserve on Title No. 101198775+12 and described as: Lot 4MR, Block 2, Plan 1012662. The entire area of Title 101198775+12 is currently designated as Municipal Reserve (MR) and is ±1.49 hectares (±3.68 acres) in size. A map of the area can be seen here. The portion of the Municipal Reserve (MR) to be disposed of is ±0.11 hectares (±0.26 acres) in size. The same area is being considered to be rezoned from Parks and Open Space (POS-1) to General Residential (R-1) in order to be consolidated with the existing General Residential (R-1) lots located to the west (Units 15 & 16, Plan 1312843).

 

Definition: Municipal Reserve (MR) according to the Municipal Government Act (MGA)

 

Municipal Reserve must be used for:

    1. a public park;
    2. a public recreation area;
    3. school board purposes;
    4. to separate areas of land that are used for different purposes

 

A subsequent subdivision application is being prepared to consolidate the portions of MR Disposal to consolidate with Units 15 and 16, Plan 1312843. The proposed subdivision layout can be seen here.

 

The MR Disposal and Rezone Application is necessary to proceed prior to a subsequent subdivision because:

  1. The land affected by a future subdivision application is both designated as Municipal Reserve (MR) and is zoned Parks and Open Space (POS-1). The subdivision application can not proceed until the MR Disposal and Rezone are approved by Council.

FAQ’s

  • Does the Town of Raymond have any current plans for this area?

 > Yes. The plan would be for the area to be consolidated the area with the 2 residential lots to the west (Units 15 & 16, Plan 1312843).

 

  • Does MR Disposal mean the removal of the MR status of the entire title?

> No. The MR Disposal is only a portion of the area. A map with dimensions can be seen here.

 

  • Is this a reduction of reserve lands in the area?

> Yes. The portion of MR Disposal would reduce the MR disposal by ±0.11 hectares (±0.26 acres) in size.

 

  • Can anyone propose an MR Disposal?

> No. MR Disposal needs to be initiated by the Municipality.

 

  • Why was this initiated?

> To accommodate the request of two private land owners to consider subdivision and expansion of their easternly boundary 17.07m to the east.

 

  • What is to be done with the proceeds of the sale of lands?

> The Town of Raymond must take the proceeds from the sale of lands and utilize them for any or all of the following purposes identified in the Municipal Government Act: a public library; a police station, fire station, ambulance services facility, or a combination of them; a non-profit day care facility; a non-profit senior citizens facility; a non-profit special needs facility; a municipal facility providing service directly to the public; affordable housing.

 

A Public Hearing to obtain public input on both the MR Disposal and Rezone Application will be held 6:00pm Tuesday, May 2, 2023.
