Municipal Development Plan Review

The Municipal Development Plan (MDP) is a long-term document that guides decisions related to growth, land use, and development in Raymond. The MDP provides a framework for future planning but does not make decisions on individual development applications.

The current MDP was adopted in 2009 and is being reviewed as it approaches the end of its intended 10 to 20-year planning horizon. The review provides an opportunity to consider whether the current plan continues to reflect Raymond’s needs, opportunities, and priorities.

Council has not made decisions about whether revisions to the MDP are needed. Community feedback will be considered alongside planning expertise, municipal knowledge, and other relevant considerations. The review process allows the Town to better understand what residents value and what they believe should be considered for the future.

Feedback collected through a community survey and two open houses will help inform Council’s decision-making. Residents are encouraged to share their priorities, perspectives, and ideas for the community’s future.

Public participation helps ensure Council has a broader understanding of community perspectives when considering next steps.

If you're a resident or landowner who is 18 or older, you're invited to participate in the Municipal Development Plan Community Survey.

Every household that receives a property tax notice and/or utility bill will receive a survey invitation with a QR code and link on August 4 via their preferred method on file (email or mail). The surveys are attached to the August utility bill. Those whose preferred method is mail will receive their copy of the survey shortly after August 4 based on Canada Post delivery timelines.

The survey is anonymous. To help ensure everyone has an equal opportunity to participate, responses are limited to one per IP address. IP addresses are used only to prevent duplicate submissions and will not be used to identify participants.

If you're an eligible resident or landowner and do not receive a survey invitation, paper copies are available at the Town Office during regular business hours (Monday - Friday, 8:30 a.m. - 12 p.m. and 1 - 4:30 p.m.).

Completed paper surveys can be returned to the Town Office in person or by mail. Mailed surveys must be postmarked on or before September 18, 2026.

The surveys are attached to the August utility bill. If you have not received your survey invitation, first check where you normally receive Town communications.

If you still cannot find your invitation, paper copies are available at the Town Office.

The survey questions were developed by the Oldman River Regional Services Commission (ORRSC) in consultation with the Town of Raymond.

ORRSC is an independent, professional planning organization contracted by the Town to support the MDP review.

The draft questions were presented to Council for review and approval before the survey was finalized.

ORRSC is also responsible for administering the survey and collecting the responses.

ORRSC will analyze the survey responses and prepare a report summarizing the results.

The report will be provided to Council and shared with the community. The timeline will depend on the number of responses received and the time needed to collect and process mailed surveys.

The results are currently expected to be available in late October or early November. This is an estimated timeline and may change depending on the response volume and processing time.

The Town of Raymond does not analyze the survey data. Once the report is ready to share, it will be made available on raymond.ca.

No. Reviewing the MDP does not automatically mean it will change.

The Town is reviewing the MDP to better understand the community’s current needs, priorities, and long-term goals. Community input will help inform Council’s decisions about whether changes are needed.

If changes are proposed, they will follow the required municipal planning process. This includes public notice, public hearings, and three readings of any proposed bylaw, with opportunities for residents to provide input throughout the process.

Once Council has reviewed the survey results and determined the next steps, the Town will share more information about what happens next and how residents can participate.

No. The MDP review and the Downtown Revitalization Project are separate projects with their own goals, timelines, and processes.
