Building for Raymond's Future: Wastewater Expansion Nears Completion

A major investment in Raymond’s infrastructure is nearing completion, helping ensure the community has the wastewater capacity needed to grow into the future. The Town’s wastewater treatment expansion project is the largest infrastructure project in Raymond’s history. Planning began in 2009, approval was received in July 2020, and construction began in April 2024. The project is expected to be completed in fall 2026.

Expanding Essential Infrastructure

The project includes two key components: the Lift Station Expansion and the Lagoon Expansion. The lift station has been upgraded with two new pumps, a new generator, updated automation, and other improvements to meet current standards. A new line connecting the lift station to the lagoons was also installed to support the increased capacity. At the wastewater treatment lagoons, new structures and storage infrastructure have been added to increase treatment capacity. The lagoons are an important part of Raymond’s wastewater system. They treat wastewater so the treated water can be used for irrigation.

Preparing for Growth

The expansion increases Raymond’s sewage pumping capacity from 1,960 cubic metres per day to 3,232 cubic metres per day. The lagoon expansion adds 386,314 cubic metres of wastewater treatment capacity. Land acquired in 2020 also provides an opportunity for an additional 296,936 cubic metres of treatment capacity through a future phase of expansion. Together, this infrastructure will allow Raymond to accommodate an estimated 3,318 additional residents, supporting a potential population of approximately 7,517 residents. Planning and funding applications for the next phase of expansion are expected to begin within the next five to 10 years.

A Significant Investment

The project is expected to be completed for approximately $10.4 million. Funding came from the Government of Canada, the Province of Alberta, and the Town of Raymond. The Town initially faced significant cost increases due to COVID-19 and delays in land acquisition. Through careful project review, scope adjustments, and discussions with the Province, the Town secured an additional $1.5 million in provincial funding. The final funding contributions are expected to be approximately $3.2 million from the federal government, $4.1 million from the province, and just over $3 million from the Town. The Town was able to complete the project without borrowing, using available grants, utility reserves, and proceeds from land sales. The project has been a collaborative effort involving the Town of Raymond, the Government of Canada, the Government of Alberta, Volker Stevin, and Associated Engineering.

After more than a decade of planning and two years of construction, the expansion is bringing Raymond’s wastewater infrastructure in line with the community’s needs and creating a strong foundation for responsible growth. By planning ahead and investing in essential infrastructure, Raymond is preparing for what comes next, together.
